Infotech director discusses services for veterans: from impersonal bureaucracy to direct communication

Over 17,000 people have visited the victim’s electronic account (based on the "Single Window") in two years, and nearly 4,000 veterans have successfully met their needs through direct interaction with social workers, notes Maksym Khimchenko, director of the SE Infotech.

In an exclusive interview with the Interfax-Ukraine agency, Khimchenko said that the digital system for veterans is focused on rapid support without queues or complicated procedures.

According to Khimchenko, Infotech is developing an ecosystem to support military personnel and veterans in fulfillment of the task of the Interior Ministry of Ukraine.

"Its foundation is the victim’s electronic account (based on our ‘Single Window’) and the ‘MIA: Social Protection’ system. The effectiveness of this solution has already been confirmed by numbers: since its launch in May 2024, the account has been visited by more than 17,000 people, and almost 4,000 veterans have already successfully resolved their needs through direct interaction with social workers," Khimchenko reported.

He emphasized that the key innovation is the transition from impersonal bureaucracy to direct communication.

"A veteran does not need to explain their story every time—the system is integrated with state databases. The account displays the contacts of a specific social worker who accompanies the person. This is exactly the person-centeredness we are talking about," he explained.

Khimchenko said that at the end of 2025, Infotech developed a special mobile application, which has already been downloaded by more than 42,000 users.

"It allows fighters to authorize in seconds, see community events, and promptly receive information from psychologists or service centers," Khimchenko specified.

According to him, cooperation with the Ministry of Defense of Ukraine has become a separate important area of the SE’s work.

"We have developed specialized software for accounting and controlling the payment of one-time monetary assistance. This is an ultra-sensitive area where every figure must be verified, and the payment process must be transparent and protected from errors. Our technological solution allows for the automation of this process, guaranteeing that every family of a defender receives the proper support on time," the Infotech director noted.

He also reported that the ministry plans to expand services to include online appointments at medical centers and assistance in employment.

"We don’t just collect applications; we give the ministry analysis tools so that assistance is precise and timely. This is our contribution to forming a dignified defense for those who protect us," the Infotech director summarized.
