Interior Ministry's digital infrastructure operates in constant readiness to repel attacks – Infotech director

The digital infrastructure of the Ministry of Internal Affairs of Ukraine operates in a mode of constant readiness to repel attacks, and the resilience of the systems is based on a comprehensive approach, emphasizes Maksym Khimchenko, director of the SE Infotech.

"Speaking about cybersecurity in war conditions requires a very balanced approach. Any excessive detailing is a hint for Russia. Therefore, I will be concise: the ministry’s digital infrastructure today operates in a mode of constant readiness to repel attacks," Khimchenko said in an exclusive interview with the Interfax-Ukraine agency.

The resilience of the systems, according to him, is based on a balanced approach.

"We use all standard global practices: multi-level data redundancy, distributed infrastructure, and constant monitoring of anomalies," Khimchenko specified.

The director of Infotech added: "But the main thing is dynamism. We didn’t just build a defense and ‘settle down’—we adapt our protocols daily to new types of threats. Our security is not a state; it is a continuous process of updates and verification."

Khimchenko also noted that SE Infotech constantly exchanges experience and information about threats with the cyber units of the National Police, the State Special Communications Service, and other relevant structures.

"Cyberspace during war is a common front," he emphasized.

Speaking about the advisability of moving toward a unified digital infrastructure for the state, Khimchenko noted that this is a debatable issue.

"On one hand, unification of standards and centralization of resources provides huge savings and speed of development. On the other hand, in war conditions, the decentralization of critical nodes is the guarantee of the overall resilience of the system," the SE director explained.

In the context of international cooperation and world interest in Ukrainian developments, Khimchenko noted: "We are adopting experience and standards, but at the same time, we see a growing interest in Ukrainian solutions and practices."

According to him, Infotech interacts with international partners, including DT4UA, the Council of Europe, the OSCE, the European Union Advisory Mission (EUAM), and other organizations within the framework of individual projects.

"At the same time, the situation no longer looks like ‘we are catching up.’ Ukraine, especially in war conditions, creates unique digital solutions that many countries simply did not have a need for. And now we see growing interest in our experience—specifically as practical, rather than theoretical," Khimchenko concluded.
