ARMA visits IDS Ukraine office, discusses access to financial statements with management

During a visit to the IDS Ukraine group of companies' Kyiv office on Thursday, Yaroslava Maksymenko, head of the Asset Search and Management Agency (ARMA), discussed financial reporting mechanisms and operational aspects of preserving the value of the seized asset with asset management, Interfax-Ukraine reports.

As reported, on April 14, ARMA requested that the IDS Ukraine group of companies provide full financial statements on its 2025 performance to monitor the management of the seized assets and prepare for the tender, the agency's press service reported on Tuesday.

"This visit was held to discuss the continued management of the seized asset through the search for a manager on a competitive basis. The goal is to ensure access to financial statements and communicate with management to clarify operational issues that could hinder future management, as well as to clarify aspects important for ensuring smooth operations," Maksymenko noted.

She emphasized that the visit took place in preparation for the announcement of a tender to find a manager for the group's assets, which belong to Mikhail Fridman and two other oligarchs, who are under sanctions in Ukraine, the USA, and the EU.

As ARMA's head noted, the IDS case is one of the largest and most complex economic assets in the agency's portfolio due to the complex structure of the group of companies. Ensuring production continuity and preserving the asset's capitalization remains a priority. The agency estimates that the selection of a manager through the Prozorro system could take approximately two months.

In turn, IDS Ukraine said in a statement dated April 22 that the agency does not have the authority to inspect offices or production facilities, as ARMA is solely in charge of corporate rights (shares and interests), not real estate. The company noted that, by law, access to assets is granted only at the request of the prosecutor for the purpose of identifying the property, and an audit of management effectiveness is only possible after the appointment of a manager, which is not yet in place.

Despite the lack of legal grounds for access to the premises, the group expressed its willingness to provide all requested financial statements within the specified timeframe.

IDS CEO Marko Tkachuk emphasized the importance of direct interaction with the agency.

"We are grateful for the cooperation and will proceed with the procedures in accordance with the law," he said during his conversation with journalists.
