Zelenskyy: Police rules on use of weapons to protect people must be reviewed

Police response protocols, training rules and rules on the use of weapons to protect people must be reviewed, Ukrainian President Volodymyr Zelenskyy has said.

In his evening address on Monday, he said there must be accountability for the police officers who fled the scene of the terrorist attack in Kyiv on Saturday.

"And all police response protocols, training rules and rules on the use of weapons to protect people must be reviewed so that this never happens again," Zelenskyy said.

A shooting took place in Kyiv's Holosiyivsky district on April 18, killing seven people. Police carried out a special operation to detain the attacker, during which he was killed.

According to law enforcement authorities, the shooting was carried out by a 58-year-old native of Moscow, a Ukrainian citizen who had previously lived in Bakhmut, Donetsk region, and later in Holosiyivsky district of the capital. According to the Interior Ministry, he used a registered weapon.

At the same time, the actions of patrol police officers during the terrorist attack in Kyiv are under investigation, and the officers have been suspended from duty for the duration of the check. Prosecutor General Ruslan Kravchenko said criminal proceedings had been opened over the alleged improper performance of duties by police officers during the terrorist attack in Kyiv on April 18, 2026. The offense is classified under Part 3 of Article 367 of the Criminal Code of Ukraine, official negligence causing grave consequences.
