Zelenskyy: Not all regions working properly to implement resilience plans
The schedule for implementing approved resilience plans is strict and must be carried out by all local authorities, President of Ukraine Volodymyr Zelenskyy has said.
"The deadline for implementing resilience plans for all cities and communities is September 1 of this year. Accordingly, there is a strict schedule for concluding contracts and performing work, which must be implemented by all regional and local authorities," Zelenskyy wrote on Telegram on Monday following a conference call with representatives of all regions regarding preparations for the next heating season.
"Unfortunately, as of today, not all regions are working exactly as needed to protect people. Today, we discussed in detail the situation in regions that are falling behind schedule. Special attention was paid to Donetsk, Chernihiv, Poltava, Kirovohrad regions, Zaporizhia, Kherson, Lviv region, and the city of Kyiv," the president added.
According to him, resilience plans determine which facilities primarily require restoration, where additional protection is needed, and which tasks cities and communities must fulfill to ensure people receive a guaranteed supply of heat and electricity in winter, regardless of any threats.
"In the capital, there is clearly a lack of understanding that next winter, sufficient backup sources of electricity and heat supply must be provided for all districts of the city. In the Lviv region, there are questions regarding several energy facilities, and the regional government and state structures must clearly define who is responsible for the timely fulfillment of the state task," Zelenskyy emphasized.
