Ten documents signed during Zelenskyy's Berlin visit, incl on defense industry cooperation
Ten documents at various levels were signed during Ukrainian President Volodymyr Zelenskyy's visit to Berlin, formalizing agreements in a range of areas, the presidential press service said.
"The Declaration on Strategic Partnership between Ukraine and Germany formalizes the relaunch of the format of Ukrainian-German intergovernmental consultations at the level of the president of Ukraine and the German federal chancellor after a 22-year pause. It also establishes a format of regular consultations between the defense and foreign ministers (the 2+2 format)," the press service said in the statement.
In addition, an agreement on cooperation in the field of data was signed, providing for stronger interaction between the defense ministries in technology and the use of data obtained directly in combat conditions to adapt weapons and military equipment. It also records the intention to create a basis for the exchange and use of digital battlefield data.
A joint declaration of intent on support for industrial recovery and resilience provides for Germany's intention to make an initial contribution of EUR 30 million to a special assistance program for Ukrainian industry, including strengthening the role of German industrial equipment manufacturers in the modernization and recovery of Ukraine's industrial potential.
Germany's Federal Ministry of Defense and Ukraine's Defense Ministry signed Implementation Arrangement No. 2 under the defense industry cooperation agreement of October 15, 2025, on the joint production of Anubis and Seth-X-G unmanned systems.
"The value of the contract is EUR 281 million," the presidential press service said.
Ukraine's Defense Ministry also signed two contracts, with U.S. company Raytheon for the supply of PAC-2 missiles and with German arms manufacturer Diehl Defence for IRIS-T launchers.
In addition, a memorandum of cooperation between Ukraine's Communities and Territories Development Ministry and Germany's Ministry for Housing, Urban Development and Building will promote cooperation in housing and utilities. This also concerns the recovery of regions, territories and infrastructure damaged by Russian aggression.
A memorandum of understanding between Ukraine's State Service of Geology and Subsoil and Germany's Federal Institute for Geosciences and Natural Resources on joint efforts in geological exploration of critical minerals, geoscientific research and expert support for governments and industry will help open and develop new mineral deposits, showcase Ukraine's mineral potential, attract potential investors, and support the digital transformation and organization of geological data.

A joint declaration of intent on expanding institutional partnership in social policy, in view of Russia's ongoing armed aggression against Ukraine, Ukraine's war-related needs and the EU's long-term requirements, between Germany's Federal Ministry of Labour and Social Affairs and Ukraine's Ministry of Social Policy, Family and Unity, provides for continued cooperation in all of these areas.
