Participation of EU and Germany in negotiations to end war is necessary condition – Merz

Federal Chancellor of Germany Friedrich Merz stated that the participation of the European Union and Germany in particular in negotiations to end the war is a necessary condition for their conduct.

"I am convinced that there will be no agreements with Russia without Europeans. The American government knows this because Europe must be part of this process and peace agreements. This means that Europeans must sit at the negotiating table. Now we are again organizing another meeting at the level of security advisors; we are inviting the Americans to participate, but the participation of the EU and – I want to add, the participation of Germany, the country that currently provides the most support to Ukraine since 2025 – for me this is a necessary condition," Merz said at a joint press conference with President of Ukraine Volodymyr Zelenskyy in Berlin on Tuesday.

He emphasized that this is prompted, in particular, by Germany's interest in the post-war reconstruction of Ukraine.

"We will be part of this process, we will be part of the restoration of Ukraine after the end of the war. We have the Ukraine Recovery Fund, we will fill it, and the Ukrainian president knows that we have our own economic interest in Ukraine, and we will, of course, pursue these interests," Merz added.
