Ministry proposes minimum daily household waste service rates
Ukraine's Communities and Territories Development Ministry has published a draft order proposing minimum daily standards for household waste management services in communities where measurements of household waste volumes have not yet been carried out.
According to the draft document, the minimum daily standards for household waste management services would apply in cases where such services are being provided in a community for the first time and there is no actual data available to measure waste volumes.
In order to promptly determine service volumes and set an economically justified tariff, the ministry proposes using minimum daily standards defined by its order. In particular, for households in apartment buildings and single-family homes, the proposed daily standard is 0.77 kg, or 3.56 liters, per resident.
Daily standards are also proposed for other waste sources if such waste is similar in composition to household waste, including hotels (0.5 kg or 2.74 liters), hospitals (0.35 kg or 2.19 liters), administrative and public institutions (0.3 kg or 1.3 liters), railway stations (0.37 kg or 1.7 liters), educational institutions of various levels, and grocery and non-food stores per square meter of floor space.
The proposed transition period for applying such standards would be no longer than five years.
