Kyiv backup power pilot for apartment blocks open for applications through April 15

Ukraine's Cabinet of Ministers, by Resolution No. 353 dated March 20, 2026, has launched a pilot project to install backup power systems in apartment buildings in Kyiv, with applications for participation open until April 15.

The aim of the pilot project is to ensure electricity supply for life-support systems in apartment buildings during emergency and scheduled outages. Buildings will be able to install generators, battery systems, inverters and other equipment to keep critical systems operating without interruption.

Buildings taller than nine floors may participate, subject to a decision by co-owners (a meeting of an Association of co-owners of an apartment building, housing cooperative or manager) and provided there is technical feasibility to install such equipment.

Naftogaz Bioenergy-A LLC has been designated the customer for the construction and/or installation of independent backup power systems in Kyiv apartment buildings under the pilot project.

The resolution significantly simplifies implementation of the project, particularly in terms of obtaining backup power systems and carrying out construction work. Design and construction under the pilot project may, at the customer's discretion, be carried out simultaneously. Buildings selected for the project are to have the equipment installed by November 1, 2026.

An important point is that financing is to come from the state budget and other sources, but after installation the equipment will be transferred from a state enterprise on lease to a municipal enterprise, and then subleased at the building level. From the moment the lease and/or sublease agreement is signed, responsibility for operation, safekeeping and maintenance of the property, as well as the risks of accidental destruction or damage, will rest with the lessee and/or sublessee.

Experts interviewed by Interfax-Ukraine said the very tight deadlines set by the resolution, with April 15 as the application deadline, significantly limit the number of possible participants. They said that under the current procedure only about 100 participants are likely to manage to hold meetings and collect more than 50% of co-owners' votes in time. If the application period were extended by another month, the number could rise to about 1,000.

Participants in the pilot project include the Development Ministry, the Finance Ministry, the Economy Ministry, the Treasury, Kyiv City State Administration and, subject to consent, a state-owned enterprise under the Development Ministry, Naftogaz Ukrainy, a Naftogaz group company - Naftogaz Bioenergy-A LLC, a municipal enterprise designated by Kyiv City State Administration, associations of apartment building co-owners, apartment building managers, and housing construction, housing and service cooperatives.
