New disability review system rejects prior status in 11% of cases

In more than a year of operation, expert teams in Ukraine's daily functioning assessment system, which replaced the old medical-social expert commissions (MSEC), did not confirm previously established disability status in 11% of reviewed cases.

According to the Health Ministry, during more than a year of work the new system's expert teams issued 688,000 decisions. Disability status was confirmed for 587,326 people, or 85.3%, including 255,000 who received it for the first time, while more than 310,000 had their previously established disability status extended. In 76,473 cases, or 11.1% of reviewed files, expert teams did not establish disability status.

The ministry said the overwhelming majority of Ukrainians underwent daily functioning assessments in person at medical facilities, accounting for 92.93% of cases. In 7% of cases, assessments were conducted remotely, in absentia, or through visits by expert teams.

According to Deputy Health Minister for Digital Development Maria Karchevych, the average time from electronic submission of documents for assessment to receipt of a decision is now 16 days, whereas under the old MSEC system cases were reviewed over several months.

The ministry said the most common conditions considered under the daily functioning assessment system are chronic diseases, cancer, injuries and mental disorders.

Among the most common reasons for establishing disability status were circulatory system diseases (123,428), musculoskeletal and connective tissue diseases (114,729), neoplasms (91,144), nervous system diseases (86,659), injuries, poisoning and other consequences of external causes (63,712), mental and behavioral disorders (41,656), endocrine, nutritional and metabolic diseases (35,525), and diseases of the eye and its adnexa (26,323).

As of March 30, 2026, a total of 742,285 cases had been entered into the electronic daily functioning assessment system.

As reported, by the end of 2025 expert teams had failed to confirm about 5% of disability statuses previously granted under the old MSEC system.
