Ukrainian govt launches 10-year forecasting of demand for specialists, skilled workers

The Cabinet of Ministers of Ukraine is launching a pilot project to transition to systematic planning of demand for specialists and skilled workers over a 10-year horizon, the Ministry of Education and Science of Ukraine reported.

"The new mechanism foresees that the forecast will be updated annually in three stages: data collection and verification, development of baseline and alternative scenarios, and the execution of forecast calculations. For this purpose, the Ministry of Economy, Environment and Agriculture will receive data from the State Employment Service, the State Statistics Service, the Pension Fund of Ukraine, the Institute of Demography, and other government bodies and institutions. Going forward, forecasts will be generated using the Obriy system," the ministry said.

The Ministry of Education and other state customers will receive a tool for the systematic development of educational institutions and planning the training of specialists truly much-in-demand by the state and the labor market.

The forecast is expected to become the basis for government decisions in workforce training, employment policy, and the formation of the state education order.

The ministry added that high-quality forecasting of demand for specialists and skilled workers should also become one of the core elements of the new employment policy.

"The forecast results, together with key scenario assumptions, will be reviewed within the framework of social dialogue. The finalized forecast for the planning year and the following nine years will be public and accessible to all stakeholders in the education process and the labor market," the statement said.

As reported, on October 29, 2025, the government approved the launch of the new Obriy ecosystem. It is expected that, through the Diia platform, users will be able to register unemployment status, apply for benefits, officially resign while in temporarily occupied territories, and receive a grant of up to UAH 15,000 for retraining. In addition, the system will automatically identify those who have lost their jobs and match them with vacancies based on skills, experience, and location (AI matching).
