Cabinet of Ministers has regulated specifics of implementing regional resilience plans and simplified construction, urban planning, and land allocation procedures to prepare for winter, Prime Minister Yuliia Svyrydenko has said.

According to Svyrydenko, approved document is intended to speed up and make preparation for next heating season more effective, particularly regarding: protection of critical infrastructure objects; development of distributed electricity and thermal energy generation; uninterrupted heat supply; and uninterrupted water supply and sewerage.

"Instructed Ministry for Restoration, together with Ministry of Energy and Restoration Agency, to develop standard design solutions for implementing resilience plans within one month. NEURC is recommended to ensure priority connection for distributed generation objects and simplify approval and connection procedures," Svyrydenko wrote on Telegram channel.

In addition, government identified funding sources for plan implementation: funds from critical infrastructure operators, state budget reserve fund, international aid, and local budgets. Co-financing from communities for municipal objects must be at least 20%.

"Provided for simplified implementation of certain projects outside resilience plans, including modernization of water intake and treatment, installation of modular boiler houses, and restoration of critical infrastructure. We are also simplifying response to emergency situations. Decisions on restoration can be made within two days for operational restoration of heat and energy supply," Svyrydenko added.
