Nearly 10 ha of forest near Pereiaslav returned to the state, plots linked to Medvedchuk and Klymenko

The Kyiv Regional Prosecutor’s Office has ensured the execution of a court decision to return 9.5 hectares of forest in the Tsybli community of the Boryspil district to state ownership. The land had been held by private companies for an extended period, according to a report on the Office of the Prosecutor General’s website on Monday.

"According to open registries, these plots are linked to former Member of Parliament Viktor Medvedchuk and Oleksandr Klymenko, the former Minister of Revenues and Duties under the Yanukovych administration. Specifically, the ultimate beneficiary of one of the companies is the wife of the sanctioned pro-Russian politician," the statement reads.

Prosecutors proved in court that in 2004, the Pereiaslav-Khmelnytsky District State Administration exceeded its authority by illegally transferring these forestry lands into private ownership and use. Subsequently, the land was used for construction in violation of legislative requirements.

"The Commercial Court of Kyiv Region granted the prosecutor’s lawsuit, and in February 2024, the appellate court upheld this decision, declaring the lease and sublease agreements illegal. In March 2026, the state registrar executed the court order—information regarding the termination of private rights and the registration of state ownership for these plots has been entered into the State Register of Property Rights," the Office of the Prosecutor General explained.

The Tsybli community is located between the city of Pereiaslav and the Cherkasy region, bordering the left bank of the Kaniv Reservoir, along which extensive forest massifs are situated. The provided map indicates the plot is located within the Bilozersky National Nature Park, approximately 6 km south of the village of Tsybli on the shore of the reservoir.
