Ukraine reaches 84% implementation of Association Agreement with EU
Ukraine has reached 84% implementation of its Association Agreement with the European Union, according to a 2025 report cited by the Office of the Vice Prime Minister for European and Euro-Atlantic Integration.
"Based on the results of 2025, the overall progress in implementing the Agreement rose from 81% in 2024 to 84% in 2025," the statement reads.
Last year, the most significant progress in fulfilling obligations was achieved in the following sectors: "Financial Sector" saw an 8% annual increase (reaching 82% total progress); "Social Policy and Labor Relations" grew by 7% (87% total); "Customs Issues" rose by 5% (96% total); and "Agriculture" increased by 5% (79% total).
The highest levels of implementation were recorded in "Statistics and Information Exchange" (100%), "Education, Training, and Youth" (99%), and "Intellectual Property" (98%).
The least progress was noted in the following areas: science, technology, innovation, and space (74%); transport, transport infrastructure, postal and courier services (59%); and financial cooperation and anti-fraud efforts (24%).
For the period of 2014–2025, the primary entities responsible for implementation show the following performance: the Cabinet of Ministers fulfilled 81% of its measures, the Verkhovna Rada reached 74%, and other state authorities completed 68% of their assigned tasks.
