HACC Appeals Chamber upholds detention with UAH 7 mln bail for Air Force Logistics Commander
The Appeals Chamber of the High Anti-Corruption Court (HACC AP) has upheld the measure of restraint in the form of detention with an alternative bail of UAH 7 million for the Commander of Logistics of the Air Force of the Armed Forces of Ukraine, Andriy Ukrainets. Since the bail has not been posted, the suspect remains in custody.
"On March 9, 2026, the HACC Appeals Chamber upheld the decision of the HACC investigating judge dated February 27, 2026, on the application of a measure of restraint in the form of detention for the Commander of Logistics of the Air Force of the Armed Forces of Ukraine. As an alternative, the court set a bail of UAH 7 million," the HACC AP reported on its Facebook page on Monday.
Following the review, the panel of judges of the HACC AP dismissed the appeals of both the prosecutor and the defense. The decision entered into force upon pronouncement and is not subject to appeal in cassation.
"At present, bail has not been posted; the person is in custody," the report emphasizes.
Earlier, suspicion was notified to the Commander of Logistics of the Air Force Command, Andriy Ukrainets, and the head of the State Security Service of Ukraine (SBU) Directorate in the Zhytomyr region, Volodymyr Kompanychenko. The suspects were detained.
They are charged with corruption during the construction of protective collapsible arched structures worth UAH 1.4 billion. Inspections by the SBU Military Counterintelligence Department revealed serious violations during construction: the projects did not meet safety requirements, the structures did not provide proper protection for aviation, and the cost of the work was significantly inflated.
President of Ukraine Volodymyr Zelenskyy signed a decree on March 4 dismissing Kompanychenko from the post of head of the SBU Directorate in the Zhytomyr region.
Bail has been posted for the former head of the Zhytomyr SBU, and the appeal was left unchanged. A number of obligations have been imposed on the suspect, including not leaving the Zhytomyr region without permission, surrendering his passport for traveling abroad, and wearing an electronic monitoring bracelet.
