Ombudsman: Russians execute 337 Ukrainian POWs as of end-2025

Russian occupying forces had executed 337 Ukrainian prisoners of war as of the end of 2025, Verkhovna Rada Human Rights Commissioner Dmytro Lubinets said during an interactive dialogue with the Special Rapporteur on torture at a session of the UN Human Rights Council.

As Lubinets said on Telegram on Tuesday, citing UN data, more than 95% of Ukrainian POWs are subjected to systematic torture.

The ombudsman urged the international community to increase pressure on Russia, ensure full documentation of every crime and bring those responsible to justice. He added that the issue is critically important and that the world cannot remain on the sidelines.
