Svyrydenko: Rate of destruction in 2025 more than doubles

The assessment of Ukraine's needs for reconstruction, given by the World Bank at $588 billion, does not take into account the destruction of January - February 2026, Prime Minister Yulia Svyrydenko said, emphasizing that in 2025 the rate of destruction has more than doubled.

"The World Bank, together with the Government of Ukraine, the European Commission and the United Nations, has presented the RDNA5 report. According to it, the total recovery and reconstruction needs of Ukraine amount to $588 billion. The assessment was conducted as of the end of December 2025 and does not account for destruction in January-February 2026," she wrote on her Telegram channel Monday evening.

According to her, Ukraine's losses from destruction caused by Russian aggression "in 2025 alone amount to $64 billion. The pace of destruction has accelerated more than twofold. Russia has inflicted the greatest damage on the residential sector, transport and logistics infrastructure, and the energy sector."

Svyrydenko noted that the RDNA5 report provides globally recognized damage assessments that can be used going forward both in reconstruction plans and in legal claims against the aggressor state. The report also identifies possible sources of funding for recovery and estimates that approximately 40% could come from the private sector.

"Together with the World Bank, we are moving to the next stage and are already developing a Future Economy model. We launched it last year. This is a long-term modeling of the country's development for the coming years, which includes the necessary steps, sources and reforms needed to build a successful economy and to synchronize the actions of the government and all partners," Svyrydenko said.

"Our task is not only to rebuild what has been destroyed, but to create a more resilient economy and ensure the long-term capacity of the state. I thank all partners who support Ukraine," she said.
