Zelenskyy signs decree on sanctions against Russian shadow fleet, companies servicing enemy military-industrial complex
President of Ukraine Volodymyr Zelenskyy signed decrees No. 130/2026 and 131/2026, which put into effect the decision of the National Security and Defense Council (NSDC) on the application of new sanctions packages.
Ukraine imposed sanctions Saturday against 225 ship captains who export Russian petroleum products as part of efforts to counter Russia’s shadow fleet, according to the Ukrainian president’s website. The captains are citizens of 11 countries, including Russia, India and the Philippines.
"We continue to convince partners of the importance of individual sanctions against tanker captains. Systematic work on a sanctioned tanker is sufficient grounds for consequences. We must discourage people from working with Russian oil, as it directly finances the war," said Vladyslav Vlasiuk, adviser and presidential envoy for sanctions policy.
Monitoring of the Black, Red and Baltic seas showed that the captains commanded vessels of Russia’s shadow fleet and transported oil in circumvention of sanctions imposed by the European Union, the Group of Seven and other nations. The majority of those tankers — 188 — are already under sanctions by the EU, the United States, Britain, Switzerland, Canada, Australia and New Zealand.
A second sanctions package targeted 46 Russian citizens, two Iranian citizens and 44 Russian companies servicing Russia’s military-industrial complex.
Among those targeted are companies that supply, develop, manufacture and repair equipment, electronic warfare systems and spare parts for Russia’s military-industrial complex. Their products are used in the production of ballistic and cruise missiles, strike and reconnaissance drones, small arms and ammunition.
"Two Iranian citizens were involved in supplying aviation spare parts and components in circumvention of sanctions. This was done in the interests of the Iranian Aviation Industries Organization, which is a partner of Russia in the development and production of Shahed drones and is already under sanctions by Ukraine, the United States, Switzerland and New Zealand," the statement said.
Ukraine will share the relevant information with partners for coordination and will continue to expand sanctions against other individuals and entities facilitating Russian aggression, the statement said.
