The idea of ​​the 46th US President Joe Biden’s administration was that the USA could manage the speed of the war to reach a point where Russia could no longer attack and Ukraine would agree not to return its occupied territories, Ukrainian President Volodymyr Zelenskyy said speaking at the Munich Security Conference.

"I remember how a full-scale war was perceived in the first years, and we were told that support would continue, but not on the scale required for Ukraine to win or Russia to lose. And what did that mean? It meant time. The idea was that America could manage the speed of the war and the risk of escalation to reach a point where Russia could no longer attack and Ukraine would agree not to return its occupied territories," he said on Saturday.

The President thanked the United States for all the weapons supplies received, but noted that the months spent on tanks, the years spent on aircraft—"it all took time."

"This hasn’t made the situation any easier for anyone, because in war, war itself controls time. And it uses that time against people, of course. And that’s why not a single day, not a single opportunity to protect lives, must be lost. Everyone who seeks security and peace must understand this. Every day counts," Zelenskyy emphasized.
