Kyiv to pay financial aid to Kyiv residents whose homes damaged by utility failures

Kyiv City Council at a meeting on Tuesday adopted a decision according to which Kyiv residents whose apartments were damaged due to utility network failures after January 1 of this year will be able to receive financial assistance in the amount of UAH 40,000, Kyiv Mayor Vitali Klitschko has said.

"Deputies must make a decision on providing one-time material assistance in the amount of UAH 40,000 to Kyiv residents who found themselves in difficult life circumstances as a result of an accident on engineering networks (water and heat supply). As a result, their housing was damaged. These are accidents caused by enemy attacks on infrastructure," Klitschko said in the Telegram channel on Tuesday.

As reported on Facebook by Volodymyr Prokopiv, head of the European Solidarity faction in the Kyiv City Council, the initiative was introduced by faction leader Maryna Poroshenko and developed jointly with Mayor Vitali Klitschko. 

‘Today, we must join forces as never before and help the people of Kyiv who have been left without electricity, water and heat. This is a time when we must show not political flags, but unity and responsibility,’ Prokopiv said, addressing the deputies. 

According to the draft decision Kyiv residents whose apartments have been destroyed or damaged by enemy attacks will receive a one-time targeted assistance in the amount of 40,000 hryvnias per household; low-income residents of the capital who have suffered from shelling will receive additional assistance in the amount of one minimum subsistence level for able-bodied persons. 

Deputy Head of Kyiv City State Administration Maryna Honda said payments can be received by residents who "due to damage to water or heat supply, burst pipes or flooding of apartments, people are forced to urgently put their housing in order to have safe and livable conditions again." For low-income Kyiv residents who receive state social assistance and also suffered from shelling, in addition to UAH 40,000, the city has provided additional material assistance in the amount of one subsistence minimum, Honda added.

Kyiv City State Administration said on the Telegram channel that one of the owners of the damaged residential premises will be able to receive a one-time payment. Support is provided within the framework of the city program "Care. Towards Kyiv residents" for cases that occurred since January 1, 2026.

In order to apply for financial assistance, one of the owners or co-owners of the damaged premises must submit an application to the Department of Social and Veteran Policy and the following documents: passport and taxpayer identification number; confirmation of ownership; certificate from the management company, condominium association or housing association about damage to networks; bank details for payment.

On Tuesday, Kyiv City Council decided to allocate an additional UAH 300 million for the restoration of housing for Kyiv residents that was damaged as a result of enemy attacks on the capital, Klitschko said.
