Ombudsman: High rights compliance during mobilization in Khmelnytsky region, low in Kharkiv
The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets said the level of human rights observance during mobilization events differs significantly in different regions of Ukraine.
"Among the regions with the best indicators, Khmelnytsky region can be noted," he said during the meeting on Monday.
Lubinets expressed the idea of exchange of practices between employees of the Territorial recruitment and social support centers in different regions of Ukraine to apply legal methods of work.
According to him, one of the regions with the worst level of human rights observance during mobilization is Kharkiv. "There are cases when a lawyer was not only not allowed into the territory of Kharkiv region, but also caused him bodily harm – the lawyer's leg was broken," Lubinets said.
The ombudsman said the situation in the regions may change. "There was a period when, in a negative context, Ternopil region came out on top. After the inspection, it turned out that a pilot was allegedly launched there, which allowed the relevant military units to independently conduct mobilization measures," he said.
Lubinets said these data do not reflect the full picture across the country, as they are based solely on the number of citizens' appeals.
In general, according to him, the number of appeals about alleged violations during mobilization measures increased from 18 in 2022 to 6,127 in 2025.
Lubinets also reported that last year, 34 pieces of information were entered into the Unified Register of Pretrial Investigations regarding the actions of officials of the Territorial recruitment and social support centers, which have signs of criminal offenses.
