EBA calls on govt to reconsider decision to resume unscheduled inspections of subsoil users
The European Business Association (EBA) expressed concern about the decision of the Cabinet of Ministers to resume unscheduled state geological control measures, its statement said, citing the position of member companies of the EBA Subsoil Use Committee.
According to a statement on the European Business Association website, on January 28, 2026, the government adopted Resolution No. 121, allowing unscheduled inspections in the field of geological control during martial law. The association emphasized that the move contradicts the Cabinet’s program, which declares a five-year moratorium on business inspections.
The EBA said that resuming inspections would place additional pressure on businesses. The association also noted that the State Regulatory Service had previously repeatedly denied approval for acts restoring such inspections, and Draft Resolution No. 121 was not published for public consultation, preventing the business community from providing feedback.
Subsoil users are calling on the government to reconsider the decision and propose allowing unscheduled oversight of rational subsoil use only when justified and based on a decision by the Ministry of Economy, Environment, and Agriculture.
