Ukrainian Defense Minister Mykhailo Fedorov has appealed to the commanders of the Defense Forces at all levels to organize the verification of Starlink terminals - for this it is necessary to transfer all Starlink terminal numbers via the DELTA system to the "white list."

"I appeal to commanders at all levels: organize the verification of Starlink terminals to ensure the continuity and stability of communication," he wrote in a Telegram channel on Wednesday.

According to him, the Starlink verification process is currently underway in Ukraine, citizens are adding terminals to the "white list" to ensure their operation.

"It is now critically important to verify all terminals used for defense purposes. To do this, the military needs to transfer all Starlink terminal numbers via the DELTA system to the "white list". We remind you that you do not need to put your own terminals on the balance of the military unit or transfer account data. It is enough to add the terminal to the "white list" so that it continues to work after blocking," Fedorov emphasized.

Subsequently, according to him, "we will build a process so that SpaceX receives data for registering terminals in real time"

As reported, the Cabinet of Ministers of Ukraine adopted a resolution on the introduction of a "white list" for Starlink satellite communication terminals, thanks to which only verified and registered terminals will operate in Ukraine, and others will be disconnected. This is a reaction to the use of Starlink by the Russians. Russian drones equipped with the terminal are difficult to shoot down. They fly at low altitudes, are resistant to electronic warfare and are controlled by the operator in real time even at long distances. The only technical solution to counteract this is the introduction of a "white list" and authorization of all terminals.

The Starlink registration process for Ukrainians will be as simple as possible. "Just one visit to the nearest Center for Administrative Services (ASC) - free of charge, quickly and without unnecessary bureaucracy. For businesses, there will also be a simple and convenient algorithm for verifying Starlink terminals - online on the Diya portal. The military does not need to contact the ASC - a separate secure channel via DELTA is already in operation for the Defense Forces. You also do not need to put your own terminals on the balance of the military unit or transfer account data - just protect your terminal from blocking by adding it to the "white list", said Fedorov, commenting on the innovation.

Fedorov explained that thanks to the "white list" stable communication for Ukrainians is maintained, security is enhanced, and the enemy will be deprived of technological advantages.

As reported, according to a report by the Institute for the Study of War (ISW) dated January 14, 2026, the Russian troops began to equip their Molniya-2 drones with Starlink satellite systems, which significantly increased their effectiveness on the battlefield.
