Verkhovna Rada Chairman Volodymyr Lytvyn believes that the vote on the law on the principles of the state language policy and the change of the procedure for election of the speaker are consistent steps.
Lytvyn said this at a press conference in Zhytomyr, the parliament's press service reported.
The speaker stressed that he considered the adoption of these two laws as two consistent steps.
At the same time, he said the election of the head of the parliament by a roll vote was logical.
In his opinion, this is necessary "so there should be no temptation to choose or change the head of the Verkhovna Rada every day."
As reported, the Verkhovna Rada of Ukraine passed the bill on the principles of the state language policy initiated by the Regions Party on July 3. The document significantly expands the sphere of use of Russian and languages of other national minorities in the regions where they are used by at least 10% of population.
On July 4, the Ukrainian parliament has amended its regulations in terms of the procedure for the election, appointment and dismissal of its leadership. According to the adopted law, a majority of the parliament deputies have to vote in an open ballot for a candidate to be appointed as the chairman of the Verkhovna Rada. Previously, the parliamentary speaker was elected in a secret ballot by a two-thirds majority vote.
