The National Commission for Communications Regulation (NCCR)has proposed to cancel the collection of the connection fee in mobile communications tariffs.
The commission's head, Volodymyr Oliynyk, told Interfax-Ukraine that the requirement is foreseen in draft rules on the provision of telecommunications services that were approved at the regulator's meeting last week.
"There is no such service as connection, and it's wrong to impose fees for it. This is a call service," he said.
As reported, the Ukrainian cabinet is to approve new regulations that have not yet been published. A member of a working group on drawing up the regulations and expert from Netton Consulting Group, Roman Khymych, told Interfax-Ukraine that requirements on the principle of setting tariffs for services and informing subscribers about them are described in detail in the new regulations.
For example, the commission will oblige operators to inform subscribers about changes in existing tariffs via SMS or calls in advance, and base their prices on clear time and quantitative units, for example, one second, or one megabyte of package data. The obligation to inform subscribers of the fees for content services when using short phone numbers is also to be introduced.
