Poroshenko signs bill improving biosecurity control rules

Ukrainian President Petro Poroshenko on July 30, 2018 signed a bill amending some Ukrainian laws regarding regulation of some biosecurity procedures into law, the European Business Association (EBA) has reported.

"This week, the President of Ukraine signed the bill No. 6673, which introduces international practice in Ukraine - involving the private sector in biosecurity examination in the plant growing area. First, it will expand the network of biosecurity laboratories. Secondly, it will shorten the time of passing the respective procedures and help avoid duplication of operations. Thirdly, it will improve the quality of procedures and help minimize the farmers' costs. The business community welcomes this decision," the EBA said.

As reported, the Verkhovna Rada on July 10, 2018 passed at second reading bill No. 6673 regulating some biosecurity procedures.

The law envisages the procedure of entrusting laboratories with biosecurity tests, introduction of the register of authorized phytosanitary laboratories with the aim of tracking laboratory reports and phytosanitary certificates issued on their basis.

The document also regulates biosecurity examination and arbitral biosecurity examination. Biosecurity examination reports will be valid in Ukraine for 14 days. Biosecurity requirements of importing country will be taken into account before the issuance of a biosecurity certificate for export or re-export.

It is expected that the adoption of the bill would improve flexibility and effectiveness of the system of biosecurity control under conditions of growing production and exports of plant products as well as streamline the Ukrainian legislation with European regulations in the sphere of plant quarantine.
