The Verkhovna Rada of Ukraine approved a law on the development of the system of new generation cash registers in its first reading. Some 267 MPs voted for the corresponding bill №4117 on October 4.
The bill provides for a new RSO (registrars settlement operations) - the so-called distributed computerized cash register system (CCRS). The principal difference from already existing RSO types is the CCRS can connect laptops, tablets, computers and even smartphones (the entrepreneur can choose). As a result, the cost of purchase and maintenance of cash registers, painfully transferred by business, will be significantly reduced by existing technology.
The bill provides for the creation of an innovative (digital) RSO, which will be connected technology, part of the "network" distributed computerized cash register system. Each transaction will be protected by CCRS signature stored in the system, which substantially simplifies consumer protection.
The transition to a new system for owners of existing RSO will be voluntary. At the present time the bill being finalized with the advice of experts. The main purpose of the bill is the maximum ease of administration and cost reduction of cash transactions in the segment for business.
Experts expect that the bill will be the first step to liberalize the market RSO and will open the way for other technologies, such as ultra-reliable "blockchain" technology that is used in advanced electronic payment systems, reducing corruption risks and the possibility of distortion of information. According to the expert opinions of international auditing companies, members of the "Big Four" blockchain is an evolutionary step in the development of technologies to optimize business processes.
