Municipal enterprise Dniprovsky Elektrotransport, together with the European Investment Bank (EIB), has announced a tender for the supply of new low-floor, multi-section articulated trams 26-27 meters long, worth more than EUR 7.79 million (excluding VAT), under the EIB-financed "Ukraine Urban Public Transport II" program.
According to the notice in the Supplement to the Official Journal of the EU, the supply includes trams of up to three sections, along with a set of core, fast-wearing and consumable spare parts, a set of maintenance and repair equipment and tools, and related services.
The deadline for submitting tender bids is Oct. 15, 2026.
A fully low-floor tram with a single driver’s cab must have a passenger capacity of 250 (±10%) people, at least 60±10% seats, and at least one space for a wheelchair.
The first batch of trams must be delivered no later than 36 weeks from the date the supplier receives an advance payment, with the contract as a whole running for 52 weeks (13 months).
As reported, in February 2025, Dniprovsky Elektrotransport signed a EUR 9 million EIB-financed contract, following an international tender, with Tatra-Yug (which manufactures trams at the Pivdenmash plant) for the supply of five three-section trams (at EUR 1.689 million per unit), three of which are already running in the city.
In addition, according to the notice in the Supplement to the Official Journal of the EU, Zaporizhia Elektrotransport has again announced a tender to purchase 21 low-floor electric buses and charging stations worth EUR 9.84 million under the "Ukraine Urban Public Transport II" program.
The electric buses must have a passenger capacity of at least 80 people (±10%), including at least 30 seats, one space for a passenger in a wheelchair (or a stroller), space for passengers with reduced mobility, and space for a guide dog.
Bid opening is scheduled for Sept. 19 of this year.
As reported, the city and the EIB jointly announced a similar tender in the summer of 2023 (with a required electric bus passenger capacity of at least 105 people and a 12-month contract term), but it did not go through due to a lack of bids.
After analyzing feedback from potential bidders on the reasons for their non-participation, the documentation was amended, and the tender was announced again in December 2024, but again failed to attract bids.
