NBU revokes license of State Mortgage Institution

The National Bank of Ukraine (NBU) has revoked the financial company license of the State Mortgage Institution (DIU) at the institution’s own request and removed it from the State Register of Financial Institutions, the regulator said on its website.

Under this license, DIU had the right to provide funds and bank metals as loans and to offer financial leasing services.

At the same time, as a legal entity under public law whose sole participant is the state, represented by the Cabinet of Ministers, DIU will still be able to provide financial services within state or local programs to a defined group of people after the license’s revocation, provided such programs set out separate conditions for providing them.

The National Bank also revoked the factoring license of Topline Finance LLC and removed the company from the State Register of Financial Institutions.

In addition, the regulator approved a change to the scope of the license held by Kapitalresurs LLC, removing factoring from it. The company retains the right to provide funds and bank metals as loans.

The decisions concerning Topline Finance LLC and Kapitalresurs LLC were likewise made at the companies’ own request.

The relevant decisions were adopted by the Committee for Supervision and Regulation of Non-Bank Financial Services Markets on Aug. 20, 2026.

As reported, DIU posted a loss of UAH 33.2 million in the first quarter of 2026, compared with a profit of UAH 5.8 million in the same period of 2025, making it the least profitable financial company among those that submitted reports to the National Bank. Meanwhile, Topline Finance LLC posted a profit of UAH 276,800 in the first quarter of 2026, compared with a loss of UAH 9,000 a year earlier, and Kapitalresurs LLC posted a profit of nearly UAH 11.9 million, compared with UAH 104,000.
