Cabinet clarifies co-financing mechanism for protecting critical infrastructure during implementation of Resilience Plans – Svyrydenko
The Cabinet of Ministers of Ukraine has clarified the mechanism for co-financing the protection of critical infrastructure as part of the implementation of Resilience Plans in regions and communities, Prime Minister Yulia Svyrydenko reported.
In preparation for winter, the government is accelerating the execution of Resilience Plans. For most regions, the co-financing level remains at least 20%. However, the requirement has been reduced for frontline and heavily burdened regions: to 10% for Donetsk, Zaporizhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv regions, and to 15% for Dnipropetrovsk region.
The Prime Minister noted that these adjustments account for the proposals of regional military administrations and the actual capacities of communities directing resources toward defense, security, and basic needs. It was established that co-financing from local budgets applies only to municipal property. Additionally, the government granted local self-government bodies the authority to finance local businesses for the implementation of Resilience Plans using reserve fund resources on a non-reimbursable basis.
According to Svyrydenko, this will allow communities to transition faster from planning to implementation, specifically regarding projects in energy, heat, and water supply. The government expects regions to maintain a high pace of preparation for the upcoming heating season.
