Intl Register of Damage opens 5 new categories for claims on infrastructure damage, destruction – President's Office
Representatives of business and the state can submit claims to five new categories of the International Register of Damage caused by Russia’s aggression against Ukraine starting Wednesday, April 29, the press service of the Office of the President reports.
"These are five new categories related to the damage or destruction of critical and non-critical infrastructure, as well as the damage, destruction, or loss of assets," reads a report published on the president’s website.
Claims can be submitted via the Diia web portal for all legal entities, regardless of their organizational and legal form or form of ownership.
In addition, separate categories are provided for the state of Ukraine, state authorities, state institutions, local self-government bodies, communities, and municipalities.
"This is an important and long-awaited step. The launch of these categories makes it possible to systematically record losses and form a full-fledged international evidence base, on the basis of which compensation decisions will be made," Deputy Head of the Office of the President Iryna Mudra said.
Claims for reimbursement of the cost of destroyed or damaged property, as well as expenses for repair or restoration, can be submitted in categories related to the damage or destruction of critical and non-critical infrastructure.
"The category regarding the damage, destruction, or loss of assets covers not only the loss of assets but also the resulting loss of potential profit or complete loss of business," the report notes.
The Convention on the Establishment of the International Compensation Commission was signed in December 2025. The commission will evaluate claims submitted to the Register of Damage and determine the amount of compensation. To date, about 150,000 claims have been received by the register.
