Economy Ministry preparing new rules for monitoring soybean and rapeseed exports

The Ministry of Economy, Environment, and Agriculture of Ukraine has developed and submitted a draft resolution on new approaches to monitoring the origin of soybeans and rapeseed to central executive authorities for approval, the ministry’s press service reported.

"Clear rules, transparent procedures, and defined deadlines will give producers and exporters more confidence in their planning and help avoid misunderstandings during exports. Our goal is to communicate all key conditions to the market in advance, so that producers can confidently plan their activities and the mechanism operates reliably and without ambiguity. As a result, businesses will gain greater predictability, and the state will gain an effective monitoring tool," noted Deputy Minister of Economy, Environment, and Agriculture Taras Vysotsky.

The draft resolution provides for the establishment of a systematic information exchange and reporting system to verify the compliance of data in the Chamber of Commerce and Industry of Ukraine (CCI) with data from the State Agrarian Register (SAR). Furthermore, the document regulates the issue of carryover balances: volumes from the 2025-2026 marketing year (MY, July-June) will not be included in the calculation of preferential exports for the 2026/2027 season. Rapeseed balances must be sold by June 30, and soybeans by August 31, 2026.

To confirm eligibility for the duty exemption, agricultural producers must undergo automated verification with the State Agricultural Register (SAR). Applications for rapeseed will be accepted from July 1 to April 1, and for soybeans from September 1 to June 1. A key innovation will be the two-stage submission of yield data: first, planned yields, then actual yields. At the same time, the draft sets the maximum yield for rapeseed at no more than 5.0 t/ha, and for soybeans, no more than 3.5 t/ha.

The Chamber of Commerce and Industry’s conclusions for export purposes will be valid until the end of June for rapeseed and until the end of August for soybeans. Starting with the 2027/2028 marketing year, balances from previous periods will be calculated automatically by the SAR system.

The Ministry of Economy noted that the document is open for discussion so that market participants can become familiar with the logic of future changes in advance and prepare to work under transparent rules.

The Ministry recalled that the monitoring mechanism introduced in December 2025 (Resolution No. 1570) provides for monthly verification of export volumes. If discrepancies are found between declared and actual volumes, the Chamber of Commerce and Industry is obligated to annul the expert opinions. This ensures that only those exporters who have actually grown their own produce benefit from the duty-free exemption.
