Govt exploring idea of partially restoring Road Transport Fund in 2027 state budget – Finance Ministry
Ukraine is exploring the possibility of restoring the Road Fund in the 2027 state budget, potentially transforming it into a transport fund whose funds could be used not only for roads but also to support rail infrastructure, said Deputy Finance Minister Oleksandr Kava.
"We will now work with the Ministry of Development and Oleksiy Volodymyrovych Kuleba on the possibility of restoring the Road Fund in the 2027 budget and its possible transformation into a transport fund," Kava said at the VIII International Conference "Ukrainian Railways: Development and Investment" on Thursday, according to an Interfax-Ukraine correspondent.
According to him, the issue of restoring the Road Fund and its transformation is currently under discussion.
"And when I talk about the Road Fund, it’s certainly not 100% of traditional revenues. It could be 25%, 30%, or 50%—hardly more," Kava added.
As reported, due to the war, the Road Fund, which was formed from excise taxes on fuel and vehicles, was abolished in 2024, and all freed-up funds were allocated to defense needs. In the 2023 state budget, the Road Fund was set at UAH 64.3 billion.
Deputy Prime Minister for Reconstruction and Minister for Communities and Territories Development Oleksiy Kuleba previously noted that the state allocated approximately UAH 16 billion from the budget in 2026 to support long-distance domestic passenger transportation.
