EC expands EU guarantees to provide EIB with EUR 600 mln for urgent recovery projects in Ukraine

European Commission is expanding European Union guarantees for European Investment Bank (EIB), which will allow providing Ukraine with EUR 450 mln in financing along with EUR 150 mln in grants and technical assistance under the Ukraine Facility program.

These additional EU guarantees are of great importance, in particular for supporting public sector projects and the restoration of critical infrastructure and energy. They provide an opportunity for one of our key investment partners, EIB, to expand financing for urgent projects across the country, Minister of Economy, Environment and Agriculture Oleksiy Sobolev said in a press release.

The announcement of the expansion of guarantees and the provision of financing was made during the EU-Ukraine business summit in Brussels.

According to the press release, financing will be directed to key sectors of Ukraine’s economy and the daily lives of citizens: roads, railways, energy grids, energy efficiency of housing and public infrastructure. It will also cover urban mobility and education, helping to maintain basic services and support long-term recovery and reforms.

EU guarantees complement EUR 2 bln in guarantees already provided to the EIB Group in 2025 within the Ukraine Investment Framework, which is part of the EUR 50 bln Ukraine Facility program aimed at attracting public and private investment to Ukraine.
