First UAH 307 mln tranche to connect 96 MW of distributed generation against 2026 target of 1.5 GW – Shmyhal

Ukraine plans to bring 1.5 GW of new distributed gas-fired generation online this year, equivalent to the capacity installed over the entire period of the full-scale war, Denys Shmyhal has said.

"State-owned energy companies Naftogaz [Ukrainy] and GTSOU plan to install 232 MW and 92 MW respectively by the end of the year. In March alone, 102 MW of capacity was commissioned," he said on Telegram following a meeting of the Congress of Local and Regional Authorities under the President of Ukraine on Thursday.

According to Shmyhal, the government has already earmarked reserve fund money to install and connect existing cogeneration units in eight regions of Ukraine.

"The first tranche of UAH 307 million will arrive shortly, and this will make it possible to connect 75 units with a total capacity of 96 MW," he said.

The Energy Ministry, together with the Development Ministry and the Economy Ministry, has now prepared draft government decisions to simplify procurement procedures for equipment under resilience plans, as well as related installation work.

"In addition, the Energy Ministry is in dialogue with business: we plan to extend support to all newly built generation facilities in frontline regions commissioned since December 2022, rather than only from December 1, 2025," Shmyhal said.

He added that a separate issue under consideration is extending the practice of PPA contracts to distributed gas generation operators.

"The idea is to give such operators a long-term predictable price, reduce risks and enable businesses to secure their own generation," Shmyhal said.
