Economy Ministry forms list of appraisers for war risk insurance program

The Ministry of Economy, Environment and Agriculture of Ukraine has formed a list of appraisers ready to provide property assessment services for businesses affected by the war that are participating in the state war risk insurance program in accordance with a government resolution.

As reported on the agency’s website, the list of twenty-seven appraisal entities was formed based on the results of a survey of self-regulatory organizations.

It is also noted that, at the government’s request, the appraisers agreed to a possible deferral of payment for their services for a period of up to sixty days for enterprises that registered through the Export Credit Agency.

"This step will allow businesses affected by the war to more quickly prepare the full set of documents required for submitting compensation applications," Deputy Minister of Economy, Environment and Agriculture of Ukraine Taras Vysotskyi noted.

As reported, the Cabinet of Ministers of Ukraine on March 18 passed a decision to expand the war risk insurance program. Specifically, for frontline territories, regarding compensation for damaged property: the maximum compensation amount was increased from UAH 10 million to UAH 30 million; the rule on reducing compensation by the amount of previously received state aid was canceled; until May 1, 2026, enterprises can clarify submitted applications; compensation will be provided only for property included in the program at the time of damage.

For the rest of the country’s territory, regarding partial compensation of the insurance premium: the maximum amount was increased from UAH 1 million to UAH 3 million; an application for insurance premium compensation can be submitted as early as the thirty-first day after the conclusion of the insurance contract; businesses can join the program until May 1, 2026, if the contract was concluded after January 1, 2026; if the premium is paid in installments, compensation is now paid in proportion to the payments actually made; compensation is provided exclusively for war risk insurance contracts.

The war risk insurance program for business started on January 1, 2026, and is part of the "Made in Ukraine" policy for the development of Ukrainian manufacturers. The program is administered by the Export Credit Agency.

Currently, fifty-two applications have been submitted for compensation for damaged or destroyed property, twenty of which have already been confirmed. Businesses have submitted twenty-one applications for insurance premium compensation.
