Ukraine's reconstruction needs already reach $588 bln – Kuleba
Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Communities and Territories Development of Ukraine Oleksiy Kuleba spoke at the 16th meeting of the Ukraine Donor Platform Steering Committee in Kyiv.
"In recent days, the enemy has again carried out massive strikes on Ukraine. In just two days – more than 900 drones. This is a deliberate tactic: to strike at civilian infrastructure, logistics, to create pressure on people and the economy. That is why the key priority is resilience plans. The total need for their implementation is more than EUR 5.4 billion. In parallel, we have large-scale challenges in other sectors. Ukraine’s reconstruction needs already reach $588 billion," Kuleba said during the meeting.
He noted that in 2026, priority recovery needs amount to $15 billion, and only 38% of the required amount has been covered so far. The largest deficits are in the energy, transport and housing sectors.
"At the same time, we are not waiting. Ukraine is already financing the operation of hundreds of critical infrastructure facilities, implementing protection, building new solutions and preparing for the next heating season," the minister added.
The event was attended by the G7 countries, the European Union, international financial organizations and partners – a total of more than 25 participants and more than 100 representatives of governments and institutions. This is a key platform for coordinating international assistance to Ukraine.
