Ukrainian population's debt for utilities in Q4-2025 up 12.5% – statistics
The debt of the population of Ukraine for housing and utility services in the fourth quarter of 2025 increased by 12.5% compared to the previous quarter – to UAH 113.4 billion.
According to the State Statistics Service, in October-December 2025, Ukrainians paid UAH 64.1 billion for housing and utility services, which represents 83.1% of the billed amount of UAH 77.1 billion. The highest payment rate was for centralized water supply and sewage (105.1% of billed amounts), while the lowest was for heat and hot water supply (59.3%).
Debt for heat and hot water supply during the period totaled UAH 38 billion, up 14.7% from the previous quarter. Debt for natural gas supply and distribution was UAH 35.4 billion (up 26.8%), electricity supply — UAH 17 billion (up 2.7%), centralized water supply and sewage — UAH 10.1 billion (down 2.8%), apartment building management — UAH 9.5 billion (up 0.7%), and household waste management — UAH 3.2 billion (up 0.2%).
The highest levels of housing and utility debt were recorded in Dnipropetrovsk region (UAH 18.3 billion), Donetsk region (UAH 4.1 billion), Poltava region (UAH 3.4 billion), Kharkiv region (UAH 1.6 billion), Kyiv region (UAH 2.1 billion), Odesa region (UAH 1.1 billion), Lviv region (UAH 1.3 billion) and the city of Kyiv (UAH 2.9 billion).
