UPC becomes first Open Banking provider in Ukraine, starts creating OneLinkUA router

 PrJSC Ukrainian Processing Center (UPC) announced the start of full-fledged Open Banking provider activities in Ukraine using the SaaS cloud model and reported the start of work on creating a central router called OneLinkUA.

"We view Open Banking not as a formal regulatory requirement, but as a foundation for developing entirely new financial services in Ukraine. Our goal is to build infrastructure that is convenient for banks and clear for businesses and clients," said UPC CEO Anton Romanchuk, as quoted in the statement.

The company noted that, as part of preparations, it updated its information brief in line with the National Bank’s Open Banking regulations and obtained the status of a technology operator.

According to UPC, this status allows the company to provide banks with Open Banking services – from technological integration to facilitating financial data exchange and payment initiation in compliance with regulatory requirements and PSD2 standards, including not only via payment cards but directly from accounts.

The company is also developing the OneLinkUA central router, designed to simplify market participants’ connection to Open Banking through a single access point and reduce integration costs.

As reported, as of August 1, 2025, Ukraine implemented Open Banking – a standardized exchange of financial data between banks and third parties via APIs with customer consent, as well as the ability to initiate payments.

UPC, a card transaction processing company, was founded in Ukraine in 1997 and is part of Raiffeisen Bank International AG (Austria).

The National Bank of Ukraine designated UPC as a significant technology operator of payment services based on 2024 results.

In 2025, UPC processed 13.5 million cards and provided acquiring services for 85,800 POS terminals. The total number of transactions processed by UPC over the year exceeded 2.3 billion.
