Ukraine could borrow $1 b in Q3, 2012 on foreign market

Ukraine in the third quarter of 2012 plans to borrow UAH 18 billion, including UAH 8 billion or $1 billion in funds that could be borrowed on the foreign market, reads a plan on the management of the foreign debt of the Finance Ministry.

"During the quarter the sources for foreign loans could be the funds of the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (IBRD), the European Union, bilateral credits and eurobond issues," reads the document published on July 13, 2012.

According to the document, long-term and medium-term instruments will have equal shares – UAH 8 billion each, while short-term instruments will amount to UAH 2 billion.

"The selection of the instruments will depend on the situation on the foreign and domestic financial markets," the ministry said.

The ministry said that in the third quarter of 2012 payments on the state debt would total UAH 17.6 billion.

Taking this into account, the approximate state debt indicators as of late Q3, 2012 will amount to nearly UAH 391.4 billion, including UAH 183.7 billion in foreign debt or 46.9%, while by the end of the year the figure will not exceed UAH 416.3 billion.

According to the State Treasury Service of Ukraine, in January-June 2012 state bonds worth UAH 48.71 billion were placed, with the target being UAH 58.51 billion, including currency-pegged bonds worth some $2 billion. The country did not borrow on the foreign markets.
