Round table "Ukrainian aviation market: the struggle for survival" was hold on December 17, 2014

In round table took part more than twenty representatives of national aviation market, political and civil organizations, industry’s experts, media. In frames of Round table been discussed reasons of industry crisis that slows convergence of Ukraine and Europe. First steps for crisis resolving been presented in report of Nikolay Marchenko, Chairman of Association of enterprises of aviation industry of Ukraine. He considered in detail, how bylaw acts, don’t meet the “Air Code of Ukraine” and violate the requirements of agreement "About general aviation space", and also admitted that on proposal of new minister of infrastructure, Association of enterprises of aviation industry of Ukraine developed the "travelling map" for overcoming of crisis of industry which will be presented to Andrey Pivovarskiy on personal meeting, whereupon it will pass to journalists. General director of airline "Atlasjet Ukraine" Sergey Podgorodetskiy analyzed investment possibilities which was lost by the aviation market of Ukraine as a result of attempts of his monopolization. Direct investigation of such investment losses for a country will be also worsening of passengers’ services, rise of prices for tickets. In turn, Andrey Guk, expert in aviation law, senior lawyer of law company Marchenko Danevych, in detail analyzed disparity of Ukrainian practice to European standards and formed proposals to its modernization. Also within the framework of event, Deputy, Co-chairman of the interactional association "Deputy Control" Stephan Barna came forward with initiative of discussion of situation on aviation market between committees of Verkhovna Rada, such as Committee on questions of prevention and counteraction a corruption, Committee on transport questions and other. During a discussion were marked two levels of settlement of crisis. At first, it is necessary to return work of Government Air Service in legal field. To according to opinion of participants of market and experts, GASU management operates in behalf of the unique business-group that aspires to monopolize national air space. Secondly, since the attempts of monopolization of market will be halted, we can change national legislation in accordance with the European requirements and with adaptation to Regulation of EC 1008. All participants of round table voiced hope, that new Minister of infrastructure Andrey Pivovarskiy will listen to expert opinion and will attract specialists for bringing a technical and economic base of the Ukrainian aviation in accordance with the European norms.
