Medicine procurement committee starts primaries tender for Health Ministry

KYIV. Aug 28 (Interfax-Ukraine) – Representatives of nongovernmental organizations, experts and doctors who united into the committee for medicine procurement, have announced the beginning of the primaries tender during which information on price offers and terms of supplies of medicines bought using budget funds will be collected and analyzed.

President of the All-Ukrainian Council for Patients' Rights and Safety, member of the committee Viktor Serdiuk said at a press conference at Interfax-Ukraine that the committee would publish its announcement on procurement tenders which are in line with the standards and updated list of tenders of the Health Ministry, and then it would collect and analyze offers from producers and distributors.

"This would allow for rationalizing offers in terms, price and quality before the start of procurement, warn corruption and control over the tenders when they are held. We could see if the Health Ministry copes with its tasks and we would be able to learn information about optimal price offers and terms of supply," he said.

The committee expects that the outcome of the primaries tender would be received in the first half of September, tentatively on September 10, and it would publish them in public in general, and in the Health Ministry, Cabinet, Chamber of Accounts, law-enforcement agencies, and other interested power agencies.

Serdiuk said that in 2015, the Health Ministry would carry out procurement tenders under the more or less normal list, while representatives of the public expressed doubts that the procurement procedure would not be delayed and patients would be able to receive vitally important medicines on time.

At the initial stage, the public plans to hold primaries procurement tender for medicines to treat persons with hemophilia and viral hepatitis.

Head of the Public Council at Health Ministry Maksym Ionov said that the initial primaries procurement tender would allow for drawing up a mechanism to control over procurement in the healthcare sector held using funds from local budgets, and will spread experience among the regions.

He also said that the results of the primaries tender would ensure that unbiased price indicators form the procurement funds for future periods.
