Only 65% of Kyivenergo's clients pay for heating, against 82-92% in 2014

KYIV. April 10 (Interfax-Ukraine) – The level of payments by households for heating supplied by PJSC Kyivenergo in the current heating season fell to 65%, Kyivenergo's CFO Tetiana Hriaznova said at a press conference at Interfax-Ukraine.

"The total level of payments by housing and utilities management organizations and households last year was 82-92%, whereas this year [during the heating season between November 2014 and April 2015] it fell to 65%.

At the same time, Hriaznova said the situation has some positive prospects as 95% of the consumers have been transferred to the direct payment system for Kyivenergo's heat, and the money isn't held in the mediator' accounts (previously the payments were handled via housing and utilities management organizations).

Kyivenergo's CFO said the decline in heating payments by households is due to the new system of payments being introduced: heating is paid only for when it is consumed, without splitting the due sum into 12 months, as was the case before. She also said that the payments situation has worsened due to higher tariffs.

"For the next season we, jointly with the regulator, would like to prepare a smoother system, a double-rate tariff is considered as an option," she said.

As of April 1, 2015, consumers' debts for heating supplied by Kyivenergo had exceeded UAH 2.2 billion. Municipally owned companies, housing and utilities management organizations and budget-supported institutions account for almost 92% of the total debt.

Kyivenergo's debt owed to NJSC Naftogaz Ukrainy for gas used to produce heat from April 1, 2014, to April 1, 2015, is estimated at UAH 975 million.
