Activists claim facts of corruption at Kyivtransparkservice, demand to reform enterprise

Kyiv, November 12 (Interfax-Ukraine) – Activists have claimed facts of corruption at municipal enterprise Kyivtransparkservice and demand the urgent reformation of the enterprise.

The head of the initiative group on the reformation of Kyivtransparkservice Andriy Hadzhaman said at a press conference at Interfax-Ukraine on Tuesday said that today Kyiv residents and guests face problems of a lack of parking lots, which results to parking without observing the rules, the absence of legal responsibility for vehicle safekeeping on parking lots, etc.

He also said that the initiative group sent several requests to Kyiv authorities, law-enforcement agencies, but it has not received responses.

"We believe that this ignoring has several reasons – indifference to citizens, corruption and red tape," Hadzhaman said.

According to the initiative group, the economic potential of Kyivtransparkservice amounts to UAH 300 million a year. Hadzhaman said Kyivtransparkservice assesses revenue from car parking in the daytime at UAH 17 million a year and in the nighttime – at UAH 29 million, which totals UAH 46 million.

"According to our calculations, revenue from daytime parking should be UAH 142 million and that for nighttime parking – UAH 92 million. Of course, we see a corruption element here, illegal seizures of parking lots and embezzlement of budget funds," he said.

The coordinator of the civil initiative "European Parking Lots for European Capital" and former deputy head of Kyivtransparkservice Ihor Astakhov said that Kyivtransparkservice says there are around 6,500 parking lots in Kyiv, while parking attendants use around 20,000 parking lots.

"Taking into account the sum the enterprise registers every month, it showed revenue of UAH 47,000 a day on the basis of data for October 2014. If we divide the sum by the number of existing parking lots – we took the average number of around 11,000 – it will be 57 kopecks per hour from each parking lot if the zone fees of UAH 5, 7 and 10 are paid," he said.

Hadzhaman said that the initiative group demands that Kyiv Mayor Vitali Klitschko urgently discuss the issue and create a working group with the participation of members of the public, representatives of city administration and a permanent lawmaker commission for transport and communications of Kyiv City Council. Public activists demand that the economic operation of Kyivtransparkservice is checked and acting head of the enterprise Andriy Vorobiov and his deputy Yaroslav Pohrebniak are discharged from the posts during the period of the check. They insist that the result of the check is published in the mass media and an audit of the company is conducted.
