Privatization of strategic state-owned facilities important for infrastructure sector

The permit to privatize so-called state-owned strategic facilities is important for the infrastructure sector of Ukraine, Ukrainian Infrastructure Minister Volodymyr Omelyan has said.

"This concerns seaports. These are many things linked to the road complex and aviation. In fact, we have the situation when state-owned assets are frozen. The only thing is done with them is leasing at the rates not beneficial for the state and this brings large losses. We want to bring strategic global companies to Ukraine and fully integrate into the global economy," he told Interfax-Ukraine on Thursday on the sidelines of the Ukrainian Breakfast organized by the Victor Pinchuk Foundation.

The minister said that the goal could be achieved via the implementation of infrastructure projects. First of all, these projects are interesting for investors.

"We are holding consultations with potential investors, so it should not be one year of preparations after the bill on concession is passed. We want that all parts of the mosaic were pieced together synchronously," Omelyan said.

The minister recalled that he backs the idea of concession for the largest Ukrainian seaports.

"The models for concession are medium Ukrainian ports Olvia and Kherson. Their advantage is that they are fully in state ownership without any leasing relations. We would work out a model with them and will be able to switch to the ports like Chornomorsk and Yuzhny. The rest small ports should be sold, for example, Ust-Dunaisky and Bilhorod-Dnistrovsky," he said.

Earlier Omelyan many times insisted on the necessity of speeding up the decision making on privatization and launch of the legislative base regarding concession of assets.
