Donbas law doesn't contradict Minsk accords, but regulates military operation

U.S. Special Representative for Ukraine Negotiations Kurt Volker is convinced that the law on ensuring Ukraine's sovereignty in the temporarily occupied territories of Donbas regulates the ongoing military operation in the region and does not oppose the Minsk agreements.

I do not think that it is changing something in this context. The situation is the same as it was ... It simply says that we see with our own eyes. The law orders the military operation, which, in my opinion, is important. For several years it has been called an anti-terrorist operation, and this is a real military operation to protect the country, he said in an interview with Radio Liberty.

Also, according to Volker, the document formalizes the rights of Ukrainian citizens who live in the occupied territories of Donbas.

The fact that there is no mention of "Minsk",does not mean that it opposes "Minsk." Ukraine is a party to the Minsk agreements, participates in the Trilateral Contact Group in Minsk every few weeks. It passed a law on special status, the law on amnesty; is ready to hold local elections, when conditions are fulfilled for this, the diplomat said.

He also noted that Ukraine adheres to the Minsk agreements. As for me, it is necessary that the Russian side also fulfills its part, including compliance with the ceasefire, Volker added.
