Detaining Saakashvili requires observance of legal procedures - National police chief

 Ukrainian National Police Service chief Serhiy Kniazev declined to be specific when asked when Movement of New Forces leader and former Georgian President Mikheil Saakashvili might be detained and in what circumstances.

"There are a number of legal procedures that need to be followed. After all, we are a civilized state," Kniazev said when asked by journalists in Kyiv on Friday what police were doing to detain Saakashvili, who is not hiding and who has spoken in public, and why he still has not been detained.

"The primary objective that I've set to National Police officials is that any actions undertaken by policemen should be balanced, and no people's blood should be shed," Kniazev said.

Everything possible needs to be done to prevent a forceful confrontation, he said.

Asked to clarify when exactly Saakashvili could be detained, Kniazev said, "There is a time for everything."

Asked whether Saakashvili could be detained without the use of force, Kniazev replied," We will apply as much effort as we can for this during the investigative procedures."

In describing the situation near Constitution Square close to the Ukrainian Verkhovna Rada in general, Kniazev said it was "quite calm."

Ukraine has declared Saakashvili wanted, and the Prosecutor General's Office has called on him to appear voluntarily before investigators.
