CEC members must be appointed, draft Election Code adopted on time – Mingarelli

 The appointment of members of Ukraine's Central Election Commission (CEC) must not be delayed, Head of the European Union's Delegation to Ukraine Hugues Mingarelli has said.

"I almost every week over the course of a year have said it is necessary to confirm the appointments of 13 new CEC members. I hope political leaders of the country understand that these new 13 CEC members must be appointed without delay," Mingarelli said during a conference, titled "Freedom of Expression and Election Process in Ukraine," on Thursday in Kyiv.

Mingarelli said the EU would closely monitor the draft Election Code.

"Inasmuch as there are already some victories for society at large, it is very important that the second reading of the bill reflects them. Ukraine's Verkhovna Rada must facilitate adoption of the new code, of the election system," the diplomat said.

Mingarelli said new transparent election rules should be adopted on time, and not immediately before conducting the elections.

As earlier reported, during the summer of 2016 Ukrainian President Petro Poroshenko submitted his quota of candidates (11) to fill CEC positions.

The 7-year term of 12 of 15 CEC members expired on June 1, 2014, but they continue to fulfill their duties based on changes to the Law on the Central Election Commission adopted in March 2014 with the aim of ensuring the continuity of the election process during the presidential election campaign.
