The Russian Investigative Committee's main department has brought charges against Alexander Kopytov detained in the case of the building's collapse in Izhevsk.

He is charged with killing two or more people committed by socially dangerous means, Russian Investigative Committee spokesperson Svetlana Petrenko told Interfax on Saturday.

"Investigators are seeking a restrictive measure in the form of arrest against the defendant," Petrenko said.

A corner section from the first to the ninth floor of a residential nine-story building on 261 Udmurtskaya Street in Izhevsk collapsed on Thursday afternoon. The collapse killed seven people and injured five.

The Russian Investigative Committee said on Friday that a criminal case on murder charges was initiated against Kopytov detained in Izhevsk. Investigators have doubts regarding his sanity, he would be ordered to undergo a forensic psychiatric examination soon.

According to investigators, Kopytov deliberately disconnected the hose of the gas stove from the gas distributor network, a source familiar with the situation told Interfax on Saturday. "Investigators believe, he deliberately disconnected the hose of the gas stove from the gas distributor network in his flat and fled," the source said.

There is information that the suspect "decided to commit a premeditated murder of residents by socially dangerous means and destroy their property," the source said.

The suspect told investigators that he "heard voices of neighbors who humiliated him," the source said. "The suspect believed that neighbors' voices grew silent from the sound of gas," the source said.
