Case related to purchase of armored vehicle from Kuznia na Rybalskom plant at initial stage - NABU chief

An investigation into a criminal case related to purchase of armored vehicles at high price by the State Border Guard Service of Ukraine from the Kuznia na Rybalskom plant (Kyiv, earlier Leninska Kuznia (Lenin's Smith) is at an initial stage. The openness of the court ruling register does not help to make the investigation unbiased, Director of the National Anti-Corruption Bureau of Ukraine (NABU) Artem Sytnyk has said.

"I cannot explain what is going on there, as the investigation is underway. It is at the initial stage. One cannot make conclusions until the investigation is completed," he said at a meeting of the parliamentary committee for preventing and combating corruption held on November 3.

He said that the openness of the court ruling register is a problem in operation of law enforcement agencies.

"We have a court ruling on the temporary access. This decision is published in the unified register of court rulings, and everyone – both politicians and journalists – has a chance of reading them," he said.

"Unfortunately, this [the openness of the register] does not help, to say more precisely, it hinders investigation, as this is only the initial stage, and we have comments and statements about politics-related investigations," he said.

Sytnyk recalled that earlier the initiative to close the register until prosecutors make the final decision was announced.

Kuznia na Rybalskom was renamed after the Ukrainian parliament passed a decommunization package of laws in April 2015. The key shareholder in the plant privatized in 1995 is the non-diversified corporate investment fund Prime Assets Capital (earlier Petro Poroshenko fund, Kyiv).
